Safe Circle is a structured safeguarding implementation framework designed for primary schools and delivered over a guided 6-week cycle.
The framework integrates directly into existing Designated Safeguarding Lead (DSL) procedures and school safeguarding policies used across UK primary education settings.
Safe Circle is not a one-off lesson resource.
It is a structured safeguarding delivery model combining classroom education, professional observation, and safeguarding documentation within a clear preventative framework.

What This Topic Covers
Safe Circle introduces early safeguarding themes using calm, age-appropriate language:
- Personal boundaries
- Body autonomy
- Safe and unsafe touch
- Recognising unsafe secrets
- Trusted adult identification
- Help-seeking behaviour
The classroom story is intentionally calm and preventative.
It builds shared safeguarding language without interrogation, pressure, or individual probing.
How the Safeguarding Model Works
Safe Circle operates across three levels of safeguarding awareness.
Level 1 – Universal Prevention
Whole-class delivery builds shared language and safeguarding awareness.
Level 2 – Professional Awareness
Staff observe patterns over time without leading questions or probing individual children.
Level 3 – Structured Response
If safeguarding concerns arise, the professional toolkit provides documentation and next-step guidance aligned with DSL procedures.
If no concerns arise, this represents successful universal safeguarding prevention.
The professional toolkit does not need to be activated in every cohort.
