Single-School Safeguarding Framework

The Safeguarding Implementation Framework by Guy & Cesar® is a structured, annually licensed safeguarding literacy system designed specifically for individual primary schools (ages 5–10). It strengthens early-identification awareness, communication confidence, and protective behavioural understanding within existing statutory safeguarding systems.

This is not a one-off resource. It is structured safeguarding infrastructure.

A Structured 3-Year Safeguarding Pathway

The framework operates on a clear 3-year developmental progression for children aged 5–10.

 1st Year – Foundation Safeguarding Literacy

• Personal boundaries and body safety
• Online safety and digital behaviour
• Speaking up and asking for help
• Emotional literacy and resilience

2nd Year – Advanced Social Safeguarding

• Bullying and peer harm awareness
• Grooming and manipulation recognition
• Emotional regulation and responsibility
• Respect and consent

3rd Year – Wider Protective Awareness

• Mental health literacy
• Early prevention awareness
• Digital manipulation recognition
• Body confidence and resilience

Although licences are issued annually, the pathway provides long-term safeguarding structure.

Core Bundle – Year 1 Foundation

Every annual school licence includes the Core Safeguarding Bundle (4 child-facing books and 4 structured adult safeguarding toolkits).

Delivered term-by-term with structured adult implementation guidance.

How Implementation Works

1. Schools follow the term-by-term rollout map.

2. Staff use the accompanying structured adult safeguarding toolkits provided within the licensed framework.

3. Behavioural indicators are monitored.

4. Concerns are escalated through existing DSL processes.

5. Termly and annual reviews support safeguarding audits.

This safeguarding implementation framework integrates directly into existing safeguarding policies and does not replace them.

Clear Safeguarding Boundaries

The Guy & Cesar® Framework provides safeguarding literacy education only.

All safeguarding case management, referrals, and statutory decisions remain the responsibility of the licensed institution and its Designated Safeguarding Lead.
