The Council Safeguarding Framework

The Guy & Cesar® Council Safeguarding Framework provides councils with a structured, scalable safeguarding literacy infrastructure designed for primary schools (ages 5–10). It supports proactive safeguarding education across multiple schools while aligning with existing statutory safeguarding systems.

This is not a single-school resource. It is a scalable, multi-site safeguarding implementation model.


A Scalable Safeguarding Infrastructure Model

The Council Safeguarding Framework integrates into existing statutory safeguarding systems. is designed to be licensed at council level and deployed across multiple primary schools within a borough, MAT, or local authority structure.

It provides:

  • A structured 3-year safeguarding pathway
  • Term-by-term rollout guidance
  • Staff implementation handbook
  • Monitoring and observation indicators
  • Escalation and documentation clarity
  • Annual review and reporting templates

How Council-Level Licensing Works

  1. The council licences the framework annually.

  2. Schools within the agreed scope receive access to the Core Safeguarding Bundle.

  3. Schools implement term-by-term delivery using structured guidance documents.

  4. Safeguarding escalations remain within each school’s existing DSL and statutory procedures.

  5. The council receives high-level implementation visibility (counts only, not case data).

The framework integrates into existing safeguarding policies. It does not replace statutory responsibilities.


Core Safeguarding Bundle (Year 1 Foundation)

Every council licence includes access to the Core Safeguarding Bundle:

Expansion modules are released annually and may be included under renewal terms.


Clear Safeguarding Boundaries

The Guy & Cesar® Safeguarding Implementation Framework provides safeguarding literacy education and structured implementation guidance only.

All safeguarding case management, referrals, and statutory decisions remain the responsibility of each licensed school and its Designated Safeguarding Lead.

The framework does not provide investigative or intervention services.
